Need General Contractor for 200 unit new construction

The project has gotten larger. I am looking for a full service general contractor to build a 200 unit senior citizen complex. (Full Service general contractors only. NO SUB CONTRACTORS). The project will be in Pasadena Calif. The project will be funded by investors. THE PROJECT HAS NOT BEEN FUNDED YET, but there are things that need to be done before the funding is in place. These things need to be done ONCE I HAVE HIRED YOU AND BEFORE THE FUNDING IS IN PLACE.

1)The contractor must send me a budget breakdown.

2)The contractor must provide me with a small office that is safe that I can use througout the duration of the project. The office must be available for me to use 24 hours, begining from the date I hire you. Please note, an onsite office will not due. YOU WILL BE REIMBERSED ONCE THE PROJECT IS FUNDED. YOU WILL NOT HAVE TO PAY FOR THE OFFICE ONCE THE PROJECT IS FUNDED.

3)The contractor must send me a bio of the company.

After the project has been funded, THE CONTRACTOR MUST BE ABLE TO HIRE ALL SUBCONTRACTORS AND OTHER PERSONNEL NEEDED TO COMPLETE THE JOB. I do not want to have to hire any personnel.
