Title: Health, Safety, Environment, and Security Manager

The position is responsible for developing and leading plant-wide health, safety, environment, and security (HSES) programs to assure employee well-being, regulatory compliance and support of corporate objectives. The position is a member of the facilities leadership team and reports directly to Corporate HSES Management.

Job Duties
* Ensure compliance with all Federal, state and local HSES regulations and policies and position the plant to readily meet future requirements; thus maintaining the plant's privilege to operate.
* Develop and maintain site HSES Policies and Procedures and ensure internal compliance with all applicable external and corporate guidelines.
* Provide emergency response, hazardous materials, security, and waste control expertise to the site to ensure employee safety and health and preserve corporate assets.
* Manage and ensure compliance environmental permitting requirements to preserve the site’s right to operate.
* Manage compliance and meet all necessary regulatory reporting requirements for applicable areas of RCRA, TSCA, Clean Air Act, Clean Water Act, and other compliance programs.
* Support and implement Corporate and site HSES initiatives to include Responsible Care, OSHA's Voluntary Protection Program, RC14001, etc.
* Manage site Industrial Hygiene programs to ensure proper assessments of employee exposure and that adequate exposure controls are implemented and maintained.
* Manage site hazard recognition, and personal protective equipment procedures and process to provide efficient elimination of personnel hazards.
* Manage all aspects of process safety compliance within affected chemical manufacturing processes to ensure safe operations and controls per OSHA’s Process Safety Management standard.
* Manage department budget within accepted guidelines.
Qualifications:
* Bachelor's Degree required; degree in engineering, occupational safety (Occupational Safety and Health, Industrial Hygiene, etc.), or related field preferred.
* Minimum of 7 years of total HSES experience, and at least 1 year of experience in a leadership position, including management of an HSES department.
* Certification in HSES field desired.
* Ability to handle and prioritize multiple projects.
* Proven technical and managerial skills.
* Capable to develop and deliver regulatory training in a field and/or classroom setting.
* Ability to communicate effectively with people at all levels within the company and community.
