General Description of Role:

The Environmental Engineer for the Eastman, Indian Orchard site supports the HSES Department by managing assigned environmental programs as the subject matter expert. The Environmental Engineer will work with the Environmental Representative to oversee all aspects of the sites environmental programs and will report to the site Health, Safety, Environmental & Security Manager.

Duties andResponsibilities:

The following primary duties and responsibilities apply to this position;

1. Plant Support:

*
* Perform analysis and applicability determination for new regulations and work with operations and maintenance to develop the appropriate compliance processes.
* Develop training materials and teach classes as needed to keep site employees informed on the environmental requirements.
* Provide technical and regulatory support to operations, maintenance and engineering.
* Provide support to Environmental events as needed.
* Prepare and issue reports to regulatory agencies, corporate management and site leadership.
* Act as the site liaison for State and Federal Environmental Regulatory Agencies.
2. Hazardous Waste, Universal Waste and Solid Waste Programs:

*
* Serve as the site’s Technical expert in regards to the above programs.
* Work with the Environmental Representative to ensure our compliance with these programs.
* Act as the back-up to the Environmental Representative managing these programs.
3. Storm Water and Non-Contact Cooling Water:
*
* Serve as the site’s Technical expert in regards to the above elements.
* Work with the Environmental Representative to ensure our compliance with these programs.
* Act as the back-up to the Environmental Representative managing these programs.
4. Waste Water:
*
* Serve as the site’s Technical expert in regards to waste water operations.
* Work with the Environmental Representative to ensure our compliance with our waste water operations.
5. Responsible Care 14001:

*
* Assist with the Management of our Responsible Care 14001 program to ensure continued certification.
* Assist with the environmental self-audit program for the RC-14001 Management System.
* Conduct and document completion of Management Reviews.
* Manage the external surveillance audits and re-certification audits, including the completion of corrective action plans as necessary.
6. SARA (SARA 312 – Tier II) / TRI (Form R) / TURA (Mass Toxic Use Reduction):
*
* Assist with maintaining an inventory tracking system for SARA inventories – provide updates to regulatory agencies as necessary.
* Complete the annual SARA 312 Report (Tier II).
* Complete mass balances for each operating unit for the site and use this mass balance information to complete the annual Toxic Release Inventory (TRI) Report.
* Using mass balances for each unit, complete the annual TURA Report for the Mass DEP.
* Maintain current TUR Plans for applicable departments and provide updates to the Mass DEP as required by regulation.
7. Air Emissions (Title V Compliance):
*
* Complete routine compliance reports.
* Develop an understanding of the site’s Title V Operating permit and other regulatory air compliance requirements in order to support to the site’s environmental needs.
* Coordinate compliance activities related to the site’s Title V Operating Permit and other regulatory air compliance requirements.
* Conduct assessments – audits of various air compliance programs to be used for compliance certifications and to implement continuous improvement programs.
* Coordinate/complete permit amendments and renewals as required by the regulations.
8. LDAR:
*
* Oversee and manage the implementation of the site’s enhanced LDAR program.
* Conduct quarterly internal audits of the site’s LDAR program.
* Complete all required regulatory reports associated with the enhanced LDAR program.
* Manage the contracts and services of the 3rd companies providing assistance with our LDAR program.
Qualifications and competencies for this position include;
* A Bachelor’s degree in Chemical or Environmental Engineering or similar technical field is required.
* A 24 hour Hazwoper certification and Waste Water Class 2I license must be obtained by the successful candidate.
* Experience / familiarity with federal and state environmental requirements is required, particularly pertaining to hazardous waste management.
* Minimum of five years of environmental experience or manufacturing experience is required.
* Candidate must demonstrate a proven ability to identify and implement continuous improvement opportunities.
* Candidate must have the ability to work independently, manage multiple tasks, influence others and coordinate with others to ensure objectives are met.
* Candidate must have excellent communication (verbal and written).
* Candidate must have excellent organizational skills.
* Candidate should have good computer skills with Word, Excel, Outlook and SAP.
* Candidate should be a Strong Leader with the ability to interact effectively with all levels of the organization.
