Navigant's Healthcare Practice strives to be the premier independent management consulting practice assisting senior level healthcare executives deal with their core business challenges. The Navigant Consulting Healthcare Payer practice is based out of three offices: Chicago, Seattle and Washington, DC. Our professionals are experienced in areas of health care policy and program design and implementation, economics, financial and accounting analyses, regulatory systems and information management. Successful candidates may work with our clients to develop, evaluate, and implement new health care delivery and payment systems. Listed below are some of the areas in which our health care professionals provide services:

* Healthcare information technology (HIT)


We are currently seeking a healthcare consultant with experience and knowledge to assist in the development of implementation strategies for state government agencies in response to the Affordable Care Act (ACA), specifically the development of state-based Health Benefits Exchanges (HBE) and Medicaid program expansion initiatives. Qualified candidates should be able to demonstrate an understanding of the ACA and its impact on the health insurance market, the role that HBEs will have in the market, the potential integration of State Medicaid programs with the HBE and potential strategies to streamline the Medicaid delivery and payment systems.
* Assist state government in the development of implementation plans for the establishment of state-based Health Benefits Exchanges and Medicaid program expansion initiatives
* Conduct qualitative analyses that may include researching other state's progress with ACA implementation, state demographic statistics, identifying best practices, assistance with stakeholder work group meetings, marketplace trends and issues
* Evaluate Medicaid programmatic initiatives that will leverage existing state resources to improve processes and systems, such as delivery and payment of care, chronic illness care, and home health models of care
* Identify and collaborate with broad range of health care stakeholders
* Assist in the development of interview questions/surveys for health plans, employers and other stakeholder groups as necessary
* Evaluate and prepare analysis and feasibility studies related to different design options of HBE
* Assist in identifying requirements of a functioning HBE model based on state-specific market analyses; and evaluate and recommend alternatives to design models that apply market-based dynamics such as adverse selection
* Participate in analysis of client-identified issues or problems


The following qualifications are desirable for Managing Consultant candidates.

Minimum educational requirements are:
* A Bachelor's degree in business administration (finance or accounting), economics or similar discipline OR -A Master's degree in health policy and administration, public policy, public health, social service administration
* 5-7 years of previous work experience in the health care industry, preferably within the health insurance environment or a state Medicaid agency
* Superior written and oral communication skills
* Excellent quantitative analysis skills
* Working knowledge of Word, Excel, PowerPoint, and Access as well as the ability to conduct research through use of the internet and other information sources
* The ability to work overtime as necessary
* The ability to travel as necessary
Additional qualifications include efficiency, flexibility, creative problem solving skills, a high level of motivation and excellent analytical and organizational skills. Candidates must be able to work independently, and within team structures.

Preferred Skills:
* Knowledge of health care reform and Health Benefits Exchanges
* Knowledge of state agencies and the involvement with health care reform (e.g., Insurance and Medicaid)
* Experience in Medicaid program development
* Understanding of health insurance products and benefits design
* Knowledge of health plan quality data reporting and measurements
* Project management skills including Project Management certification
* May need to travel to meet client needs (30% - 50%) as required
