Our client, located in Albany, NY is currently in need of a Sr. Project Manager for a 12-month contract assignment.
Our customer is forming an independent team consisting of one technical lead and two Java/J2EE programmers who, after a methodical knowledge transfer process, can work as the primary maintenance team for the existing java/J2EE common services applications. This team would be responsible for receiving maintenance requests, evaluating, analyzing, scheduling, coding, testing and deploying according to established agency RUP (Rational Unified Process) procedures. Detailed metrics will be designed and developed to confirm the requested work is done and within the desired timeframe.

The team, once an accelerated knowledge transfer is complete, will be expected to independently support the common services applications including the monitoring of production performance, coding of all programmatic changes and troubleshooting of any production issues. They will also serve as the first point of contact for all users of the common services applications. The team will also be expected to transfer the knowledge acquired to state staff. This team will mentor the state staff until they are at a point where the state staff can effectively support the common services applications.
The Project Manager will be responsible for being the primary point of contact for staff. This person will:

• Manage the programming staff hired for this project and be responsible for all personnel accountability including the replacement of those staff members deemed unsatisfactory by client management with staff of equivalent skills and backgrounds.
• Develop a plan for the knowledge transfer that must occur between the staff who currently are the owners and who wrote most of the common services applications and the programmers who will be hired for this project. This plan should include but not be limited to:
o Establishing “Best Practices” in identifying detailed processes for core functions of the maintenance process
o Provide a consistent approach to the knowledge transfer system documentation regardless of the application
o Monitor, track and report all tasks and provide detailed time accounting.
o Establish metrics to establish accountability
o Implement a standard, documented estimation process for change management.
Provide hands on technical leadership for this team. Candidates selected for this assignment must have a solid background in OO methodologies, JAVA/J2EE programming, including design patterns and function as the technical leader for this project.

Mandatory skills for this assignment include 8 years of Project Management in a production maintenance environment as well as 4 years of Java Programming experience. Candidates not meeting these requirements will not be considered for this assignment.

In addition to the required skills listed above, candidates must possess three or more of the preferred skills listed below:

Experience in the design and management of a coordinated knowledge transfer process that will result in the independent support of J2EE Common Services in our Integrated Justice Portal environment.

Experience supervising a java/J2EE production shop responsible for the entire software development life cycle of application fixes / enhancements.

2 years experience using the work flow tool Tracer.

2 years project management in a production J2EE environment.
2 years experience in using IDE’S [ RSA, RAD ]
