Needed, carport supplies, and handicapped ramp supplies

I am a 60 yr. old female army veteran. Am disabled and in need of assistance. I am on a fixed tight budget. Have had a carport canopy times 3 and each time the wind has torn the covering. I am in need of a carport but, I am looking more of a wooden type that will hold better. I of course would appreciate any material for the carport. Secondly, I have a handicapped ramp at my house for my wheelchair or scooter. Problem, the dog next door tore up my outdoor rug that covers my ramp. Neighbor has not responded in helping me in any way. I know it is about 45'-50' in length and about 4' wide. I beleive it needs an undercover onto the plywooed befor applying the outdoor carpeting. Any assistance would be deeply appreciated.
