Business Analyst II - Position Description Analyst

Location: Ft. Sam Houston, TX 

1Prospect Technologies, LLC is seeking a qualified candidate to provide position management and classification services for Federal employment positions.

Duties and Responsibilities:

  • Develop and evaluate/certify position responsibilities for position actions
  • Apply Federal position classification standards and supplemental guidance to determine title, series, grade
  • Conduct on-site or telephonic audits, prepare written evaluation statements as required, and process individual actions
  • Provide technical advice to team members and management to assist in exercising their delegated classification authority
  • Interpret and explain classification criteria and prepare advisory opinions on the classification of positions
  • Plan and perform studies to identify long- and short-range personnel needs, advise on organization and position structures, and problem solve across multiple functional areas of human resource management
  • Coordinate with team members and management to research organization and position structures, conduct on-site or telephonic audits, complete studies for reorganization, apply new classification standards, consistency reviews, and other surveys to facilitate program review
  • Act on a variety of classification considerations including Fair Labor Standards Act (FLSA), compensation implications, draft classification standards, competitive level descriptions, and various initiatives
  • Collect, analyze, and prepare occupational information to facilitate personnel, administration, and management functions
  • Consult with management to determine type, scope, and purpose of study
  • Conduct in-depth research about occupations and position descriptions with a focus on classification systems, while studying the effects of industry and occupational trends upon worker relationships
  • Provide advice and assistance with classification appeal procedures to meet Department of Defense (DOD) and Office of Personnel Management (OPM) requirements
  • Apply thorough understanding of classification principles to interpret classification guides and secure sound decisions on positions where guides are often not directly applicable
  • Advise management and staff in response to specific requests or individual problems, referring problems with broader implications through proper channels and recognizing problems that impact other personnel functions by routing such information to team members
  • Apply comprehensive knowledge of classification and management concepts, working knowledge of other personnel fields and broad human resource knowledge to identify and analyze problems, investigate and determine possible solutions, effect coordination with team members and management, and develop recommendations from a comprehensive management standpoint
  • Conduct position management and classification studies and surveys following established procedures to schedule, report, clear, and present recommendations
  • Provide advice and assistance on automated programs such as organization and position requirements of the Defense Civilian Personnel Data System (DCPDS).
  • Input and retrieve data from DCPDS, assure accuracy of organization and position data, and initiate corrective action when necessary
  • Coordinate program requirements with management and staff to provide technical advice and assistance to all levels of management officials within the organization
  • Assist in the development of guidance, procedures and standards for new and/or changing program areas
  • Assure all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of the organization’s mission requirements
  • Meet suspense dates for all deliverables
  • Provide prompt and detailed updates to Government and company management on any critical issues before any applicable suspense dates
  • Collect, analyze, and prepare occupational information to facilitate personnel, administration, and management functions of organization
  • Determine the correct classification by comparison to existing standards related to the work, and prepare necessary evaluation statements
  • Explain the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and operating officials or managers
  • Coordinate with management and ensure that new classification standards are applied within established timelines
  • Other duties as assigned

Minimum Qualifications:

  • At least 6 years’ experience preferred with position management and classification for Federal employment positions
  • Comprehensive knowledge of Federal Position Classification and position management.
  • Comprehensive knowledge of Fair Labor Standards Act (FLSA)
  • Comprehensive knowledge of classification and management principles and concepts
  • Working knowledge of other personnel fields
  • Broad human resource knowledge
  • Strong critical thinking and problem-solving skills
  • Strong attention to detail
  • Capable of performing a variety of writing tasks ensuring cohesiveness, clarity, flow, and compliance with Army and grammatical writing guidelines
  • Ability to interface professionally with varying levels of Military personnel and Federal employees
  • Read, write, and speak English fluently
  • Possess excellent written and oral communication skills
  • Capable of learning and utilizing current and emerging military and commercial technology
  • Be proficient with Microsoft Office suite and incorporated programs to include Excel, PowerPoint, Word, Outlook and Access, and be able to troubleshoot basic computer hardware and software required for services being provided
  • Comply with established, new, and changing requirements, regulations, processes and procedures

Education Requirements:

  • Bachelor’s degree in relevant academic discipline. (Associates degree and 4 years’ experience may be substituted for Bachelor’s degree. Alternatively, 8 years’ experience may be substituted for Bachelor’s degree.)

Preferred Qualifications:

  • Experience working with/for the Army, other branch of the military, or Federal Agency
  • Experience working with/for the U.S. Medical Center of Excellence (MEDCoE), formerly AMEDDC&S HRCoE
  • Experience with Defense Civilian Personnel Data System (DCPDS)
